A meeting for establishment of the non-profit association "Municipal Energy Efficiency Network EcoEnergy" was held on 21 July 2003 in Sofia. The mayors of the municipalities of Vidin, Gabrovo, Gorna Oryahovitsa, City of Dobrich, Karlovo, Pazardzhik, Silistra, Strara Zagora and Troyan, who were acting before the local elections in the autumn of 2003 were the founders of the association:

Nikola Kolev, Mayor of Gorna Oryahovitsa municipality
Lachezar Rossenov, Ex-mayor of the City of Dobrich municipality
Zhelyazko Domuschiev, Ex-mayor of Karlovo municipality
Dr. Ivan Kolchakov, Ex-mayor of Pazardzhik municipality
Ivo Andonov, Mayor of Silistra municipality
Dr. Evgenii Zhelev, Mayor of Stara Zagora municipality
Diliyan Enkin, Mayor of Troyan municipality
During this meeting a decision ofr the establishment of the association was adopted as well as its by-laws and Managing Board, Chair and Vice-chair were elected.
