On 4 May 2006 the General Assembly of EcoEnergy took the decision the municipalities members of the Network to join the DISPLAY Campaign as a collecitve member. EcoEnergy covered 50% of the annual fee for joining and the other 50% were covered by the munucipalities.The municipalities with population under 10 000 inhabitants joined the European campaign for free. 30 municipalities, members of EcoEnergy, joined the Campaign.
At a work meeting in Budapest the Executive Director of the European network Energie-cites Gerard Magnin and the Executive Director of EcoEnergy Zdravko Genchev signed the membership Charter between both organziations for joining the EcoEnergy municipalities as a collective member to the European Campaign DISPLAY.
The Bulgarian municipalities may benefit a lot from their joining to DISPLAY. The most important benefits are the following:
- While spending small sums and little time the municipalities may obtain approximate assessment of the energy and water consumption efficiency in all municipal buildings. These assessments are excellent base for development of the annual and long-term energy programs following the Energy Efficiency Act, while at the same time they will be useful for finding spare ways for improving the water consumption and greenhouse gas emission reduction.
- Through joining DISPLAY Campaign the EcoEnergy municipalities receive access to a complete set of help tools (software for defining the class and calculation tool for assessment of the buildings with recommendations for possible measures of improvement, guides, shining examples from other countries, useful links and information sources, etc.), which can be extremely beneficial for a successful management of the energy consumption in the buildings.
- The rough assessment of the current status of the municipal buildings gives the opportunity to the municipal management to plan and organize the activities related to the compulsory energy certification of the buildings with gross floor above 1000 square meters in the most useful way. The DISPLAY posters will not replace the state certificates but they will allow the municipalities to optimize significantly their expenditures and to cut the terms for fulfilment of the corresponding procedures, envisaged in the Energy Efficiency Act.
The benefits given above are a small part of the effects which the DISPLAY Campaign can offer to the Bulgarian municipalities participating in it. The lower fee for joining the Campaign is only for members of EcoEnergy as the Network has negotiated for this and has decided to offer this additional fee reduction while covering the difference from the Network budget. All other Bulgarian municipalities, which are not EcoEnergy members but are interested in joining the Campaign may contact EcoEnergy Secretariate and discuss the possible ways for doing so.
