The implementation of the energy efficiency policy is not possible without reliable information base of assessments, analysis and decisions. Exisitng of information system for the energy consumption in the municipality is the most reliable source of information on the energy consumtion, which provides also additional opportunities for analysis and assessment.
The building of informational database for the energy consumtion in municipalities - members of EcoEnergy, has started in1997. Initially, the gathering of information in the system was based on actual expenses of fuel and energy separated by functions and groups of municipal activities in natural mode - for the whole year and by quarters.The only information source for the energy consumption in municipalities are the budget reports.
In 2000 the software of the information system has been developed. It includes information for the energy consumtion in the different municipal sites. The system is developed under MS Access program.
The information system aims at:
- giving to the municipality the opportunity to define where the biggest potential for savings is;
- tracking the deviation in the energy consumtion in the framework of a target group;
- defining the potential - in energy and money, in the framework of a target group;
- searching potential in the framework of a specific site in a target group;
- supervising the range of the energy consumtion in the municipalities;
- finding relative index for comparison.
The information databes covers all the municipal buildings. It contains information for the consumption by main sectors, by buildings and type of energy, as well as information for the energy consumption expenses and their share in the municipal budget.
The database covers information for the municipal sites and contains two data groups:
- initial (basis) information for the site, which is relatively constnat and describes the main characteristics of the building, its equipment and its energy supply;
- variable information related to the changing leveles of energy consumption by type of fuel, by periods, by technologies.
The final results is variaty of graphics and text reports for the energy consumtion by:
- site
- target group
- sector
- municipality
For the period after October 2000 the software and the guide for work with the information system have been disseminated in more than 100 municipalities.
To 1 May 2009 there is information in the database for 2500 municipal sites and their energy consumtion (for the period 1997-2008).
