The goal of BISE is to support formation and strenghtening of networks of cities which encourage the energy efficiency in the new EU member-states, EU candidate countries, Western Balkans and Ukraine.
This is a pan-European process which gathers local, national and European partners enganged in energy efficiency, with the aim to:
- decrease the gap between these countries and the old 15 EU member-states;
- accelerate their integration to the European legislation;
- stress on the importance of the municipalities and improve the local capacity.
There are three main action areas:
- Appoint energy managers in all municipalities;
- Improve the energy management in the municipal buildings;
- Finance municipal projects and network activities.
Coordinator of the multilateral project Better Integration towards Sustainable Energy - BISE is the European network Energie-Cites and national coordinator for Bulgaria is Center for Energy Efficiency EnEffect. The BISE Forum is organized annually and the location is on a rotating basis - in a member-state, in a EU candidate country or in a new EU member-state.
