MEEN EcoEnergy and the National Association of Municipalities in Republic of Bulgaria (NAMRB) have a cooperation in their work with minicipalities and especially in the energy efficiency field in the municipalities. This cooperation has been supported by a Memorandum (in BG), which was signed in June 2005. Parties in this Memorandum are EcoEnergy, Energy Efficiency Agency and NAMRB.

Some of the main directions of cooperation according to this Memorandum are:

• Support the local authorities in energy efficiency policy implementation, including development of municipal energy efficiency programs and finding financing resources for their implementation.
  
  
• Cooperation in supporting the local authorities in establishing and functioning of institutional framework on municipal level.
  
  
• Local capacity building in energy efficiency through ensuring equal rights for training in energy management for all municipalities.
